The US Department of Commerce\u00a0added 34 entities<\/a>\u00a0to its Entity List over global human rights concerns, and 14 of those were specifically designated as being involved in potential human rights violations in Xinjiang, China.<\/p>\n

Unlike the Department of Treasury\u2019s\u00a0Specially Designated Nationals<\/a>\u00a0(SDN) list, added to the Department of Commerce\u2019s Entity List does not constitute a full sanction and prohibition on doing business with US persons. Instead, persons on the entity list are prohibited from being sold goods covered by the Export Administration Regulations (EAR).<\/p>\n

The Chinese telecommunications company Huawei was added to the list in 2019, which caused Huawei to stockpile about two years’ worth of EAR-covered products, including computer chips and telecommunications equipment. EAR products generally concern national security interests and include products that could be used in the manufacture of nuclear weapons, but have also expanded to include other justifications, such as potential human rights abuses.<\/p>\n

This designation does not completely prevent US persons from doing business with designated entities, but exporting items covered by the EAR requires a permit from the Department of Commerce\u2019s Bureau of Industry and Security going forward.<\/p>\n

The addition to the entity list\u00a0includes<\/a>\u00a0Xinjiang Beidou Tongchuang Information Technology Co, the China Academy of Electronics and Information Technology, Suzhou Keda Technology Co, Xinjiang Lianhai Chuangzhi Information Technology Co, Shenzhen Cobber Information Technology Co, Xinjiang Sailing Information Technology, Beijing Geling Shentong Information Technology, Shenzhen Hua\u2019antai Intelligent Technology Co, and Chengdu Xiwu Security System Alliance Co.<\/p>\n","protected":false},"excerpt":{"rendered":"
